SA on track for Millennium goals

first_img6 September 2005South Africa is well on the way to meeting its Millennium Development Goals before the 2015 deadline, according to a government report detailing the country’s challenges and successes in poverty alleviation and sustainable social development.The Millennium Development Goal country report will be included in South Africa’s report to the UN at the Millennium Review Summit starting in the US on 14 September.The eight goals, comprising 18 specific targets, were adopted at the United Nations as part of the Millennium Declaration in 2000.The eight goals are:To eradicate extreme poverty.To achieve universal primary education.To promote gender equality and empower women.To reduce child mortality.To improve maternal health.To combat HIV/Aids, malaria and other diseases.To ensure environmental sustainability.To develop a global partnership for development.South African achievementsBriefing the media on the report in Pretoria on Friday, Department of Health director-general Thami Mseleku said measures taken by South Africa to eradicate poverty included social grants, which increased from R10-billion in 1994 to R37.1-billion in 2004 as the number of beneficiaries grew from 2.6-million to 7.9-million people.Other government interventions included the expanded public works, agricultural starter pack and comprehensive agricultural support programmes.Using expenditure-related indices – particularly the living standards measurements of the SA Advertising Research Foundation – the report reveals that the proportion of the population made up of the poorest South Africans is shrinking.Mseleku said the government’s expenditure on combating HIV/Aids had increased from about R30-million in 1994 to R342-million in 2001/02, and was set to rise to R3.6-billion in 2005/06.By the end of April 2004, 50 000 patients were receiving antiretroviral therapy at 143 facilities across the country. “Besides treating HIV-positive patients and those with Aids, the programme focuses on prevention, promotion, care, support and human rights,” Mseleku said.Access to sanitation increased from 49% of households in 1994 to 63% in 2003, while households with access to clean water increased from 60% in 1995 to 85% in 2003. By December 2004, 10-million South Africans had access to clean water.Between April 1994 and March 2005, 2.4-million housing subsidies were approved and 1.74-million housing units built. In the same period, 3.5-million homes were electrified at a rate of over 435 000 homes a year.Enrolment for primary education increased from some 150 000 in 1999 to 280 000 in 2002.Challenges, partnershipsMseleku said the challenge was to ensure that these goals were achieved in other African countries as well. He emphasised the importance of global partnerships for development that would ensure open, predictable and non-discriminatory trading and financial systems, including commitment to good governance, development and poverty reduction.These partnerships would have to address the special needs of least-developed countries, deal with developing countries’ debt problems, and develop and implement strategies for decent and productive work for young people.One issue emerging from the report was the lack of baseline data and the recording of quality data.“While we have made great strides in improving the quality of data since 1994, we are unfortunately a long way from delivering good-quality data today,” said Health Minister Tshabalala-Msimang.She added that the second problem with reporting data, as required by the UN, was that national averages hid provincial variations. What To Do With Microsoft? Chop Up The Borg — Now

first_imgAfter a decade of missing lots of key growth opportunities and finding itself outpaced by competitors taking away market share, Microsoft’s board should have felt compelled to investigate much earlier why the company has fallen behind and demanded structural adjustments.Bill Gates is the chairman of Microsoft’s board, a title he retained after he left the company in 2008.Today most pundits refer to him as a philanthropist, and rarely mention his Microsoft duties. Does this mean he is no longer focused on the company he founded? Outsiders and insiders alike have suspected and suggested this for some time. Only he can truly answer this question.My speculation stems from the way the company is led by Bill’s friend and handpicked successor, CEO Steve Ballmer. Bill not only gave him the reins of the juggernaut, but also carte blanche to shape, operate, and direct it. Over the years, Steve has built a senior leadership team composed primarily of long-term Microsoft veterans who, under his tutelage, have been fixated on protecting the declining Windows and Office franchises, mostly through incremental product improvements.While revenue and profits haven’t been severely hampered following this strategy, the company as a whole has become bloated and bureaucratic. The excitement of the earlier years is gone, and the company has settled, with a few exceptions, for protecting the status quo — despite having sufficient financial strength and talent to break out of this mold.How Microsoft’s Structure Boxes It InSince I published my book Resolve and Fortitude, in which I share my experiences and observations from working for nearly 20 years at Microsoft, I have talked and corresponded with many former, as well as current, Microsoft employees. A common thread emerges in these discussions: Steve Ballmer has architected an unusual and complex corporate structure and surrounded himself with yes-men and –women. The board probably considers him indispensable.Looking mostly inward, he has mastered the company’s complexity — but seems to have difficulties, as demonstrated over the last decade, anticipating, responding to and fostering change and innovations in the marketplace. Even Bill Gates acknowledged the missed opportunities and the lack of innovating in a recent CBS interview. Is this a sign of forthcoming concrete actions or just a casual remark?Evidence of Steve’s influence on the corporate structure is everywhere. His trusted COO, Kevin Turner, runs more than 50% of the total organization, including the field sales and marketing groups — a most awkward situation, considering his resume. Unlike his counterparts at other companies (or Bob Herbold, one of his predecessors), Turner has no control over the finances and the HR activities of the company.When Steve Sinofsky departed as head of the Windows group, Microsoft split it in two. Today, one person is responsible for marketing and finance and another for development. This is a strange arrangement, considering the company already has a chief financial officer — and, furthermore, that product marketing in all other development teams always rests with the product group leader.Management In The MazeI could continue to analyze this further, but instead, let me look at the company from a different angle and discuss the management style being practiced. Related Posts Another common theme that comes up in my discussions is that Steve likes to meddle in all aspects of the company, seemingly micromanaging the various business units. People working for the senior leaders therefore feel that this disempowers them. They also suffer from decisions frequently made by committee, which both hinders response time and leads to a lack of accountability. To make things worse, the highly profitable Windows and Office franchises are blocking innovation and a healthy sense of paranoia. This is very comparable to the situation IBM found itself in during the early 1990s with regard to its mainframe business.With the board and the CEO being weak when it comes to technical leadership, the onus is on the senior leaders to provide technical foresight. Being veterans and living to some degree in the past and having to please a controlling CEO makes this hard. From what I understand, the different departments continue to have turf battles, and sometimes give the impression of being fiefdoms, making it nearly impossible to execute a unified strategy. To me, it feels increasingly that Microsoft is tied up in an exceedingly complex knot, with infighting, factions, and bureaucratic inertia creating a stranglehold on the company. The Alexandrian SolutionAlexander the Great was confronted with an equally intricate challenge when he invaded the Persian Empire in 333 B.C. We all know what he did to disentangle the so-called Gordian knot; he unsheathed his sword, splitting it in half. Later some people labeled his action the equivalent of cheating. I call this a sign of a bold leader because he thought outside the box. (Recall that he went on, as the legend predicted, to fulfill his destiny by conquering Persia!)It is along these lines that I find the medicine that should enable Microsoft to regain new strength and conquer the IT universe once again. But not as a single company! It needs to be split in several parts to unlock value for stockholders and set its talent free from bondage. The feds tried this once before. Now Microsoft’s board should do it voluntarily by creating six independent companies:Operating systems for server, desktop and mobile devicesTools and languages for all platformsProductivity and business applications for all platformsGame consoles and game software for all gaming platformsConsulting for all platformsInternet related business (incl. browser, advertising, search, e-mail services, social media) for all platformsExcept for the first unit, all others would need to start expanding their business horizon by developing software and/or services for all relevant operating system platforms and not exclusively for Windows. The group developing the Azure platform is already on the way following this recipe by supporting Phone Gap, Apache’s Hadoop and the Android environment.Unit six should be modeled along the lines of Google, and develop its own sexy browser, etc. The current IE browser integrated into Windows should be nothing more than a download vehicle for any available browser and could therefore be reduced in functionality.Maybe this proposal is radical. But how else can you re-infuse entrepreneurial spirit in a company with a feeble or handcuffed leadership team, which mainly protects its own turf and ignores broader opportunities? To propel Microsoft out of its current predicament, I see no other way than to split the company into more manageable pieces.If this means four or six independent companies at the end, well, that’s open for discussion. The key to success is to make the newly created enterprises hungry for new opportunities, and competitive enough to please shareholders and Wall Street alike.A byproduct of such a move would be lower costs and less administrative fat because most of these separate units could no longer rely on Windows and Office subsidies. Also, the currently centralized research group would need to be split up accordingly and please its new masters by ensuring that research is not just done for the benefit of mankind, but for Microsoft’s shareholders.Last but not least, this move — if ever accomplished — would shake up the leadership team and do away with the established fiefdoms. Three months on, Meghalaya trader abducted by Bangladeshis yet to return

He was abducted by criminals but is languishing in a Bangladesh jail,” she said.She said that it would not be difficult for the Prime Minister’s office to deal with her father’s case fast since India has cordial relations with Bangladesh.Officials in West Garo Hills said that the Border Security Force (BSF) and Border Guards Bangladesh besides intelligence agencies have been kept in the loop for bringing Mr. Arengh back since the issue involves two countries and has to be handled through diplomatic channels.BSF officials in the Meghalaya sector said criminals from Bangladesh at times take advantage of dense jungles along the border in the Purakhasia area to raid villages on the Indian side. The area is fenced, though.Cross-border crimesThere have been instances of Bangladeshi miscreants taking cattle and other valuables from villagers in Meghalaya. An incident similar to that of Mr. Arengh had last year happened with an 18-year-old mine worker in South West Khasi Hills, also bordering Bangladesh.Seven Bangladeshi nationals had abducted Dajied Kynshai Syiemlieh, the mine worker, on April 27, 2017. He was rescued by Bangladesh police but his repatriation had been stuck in paperwork for a long time.   The members of the family of a Meghalaya cashew nut trader abducted by Bangladeshi miscreants more than three months ago are expected to have their prayers answered soon.Meghalaya Chief Minister Conrad K. Sangma said that the case of 66-year-old Phalgun Arengh has been taken up with the Centre and that his government was leaving no stone unturned for the trader’s repatriation.Mr. Arengh, a resident of Hatimara village in the Purakhasia area of West Garo Hills district, was abducted on May 24. The village is on the India-Bangladesh border.According to an FIR filed by his wife Ponji K. Sangma at the police station in Dalu, some miscreants from Bangladesh abducted him. The local police said cross-border criminals could have targeted Mr. Arengh, a prosperous farmer, for ransom.But Mr. Arengh gave his abductors the slip on June 2 and took refuge in a village named Christianpara in Bangladesh’s Sherpur district. The villagers handed him over to the local Sribordi police station.West Garo Hills superintendent of police MG Raghavendra Kumar said Mr. Arengh continues to be under police protection in Bangladesh. “We are hoping for a solution to the matter that has been taken up with the Ministry of Home Affairs,” he said.Daughter seeks PM’s interventionlast_img read more

BMW 540i: Sports saloon reinvented

first_imgAfter having driven the 530d for a day, I was quite surprised that BMW would be moving in a direction so completely different from what it professes to be its DNA. While the 530d was everything one can ask for in a car, loaded to its gills with technology and rearing to go, it was devoid of the hair raising sportiness one would expect from a Bimmer. Agreed the days of the skull-rattling stiffness of suspension and arm numbing weight of the steering were well and truly gone starting from the sixth generation cars itself, but one expected the top-of-the-line diesel-engined car to be a bit wilder, to have a bit more bite, a bit more directness, a bit more edge and a bit more of the BMW character.The 540i also comes with the same 3-litre 6 inline engine but with upgraded power and torque output. So when I got behind the wheel of the 540i, I did not once imagine what I was letting myself in for. I did notice the M-Sport badging on the front fender despite its tiny size. The black 19-in alloy wheels shod with 245/40 R19 Michelin Primacy 3 rubber were a little hard not to notice though as was the M-sport badging on the steering wheel. The interiors were much more sporty than the 530d but I am sure we can have the diesel engined car with M-sport frills and goodies as well.What I also noticed was that the same inline 6-cylinder direct injection engine with a twin scroll turbocharger, fully variable valve control and variable camshaft timing on both cams belted out 340bhp which came in at 5500rpm and stayed for a full thousand rpm till 6500rpm.advertisementSteering warmer sits above the M-Sport logo. The heavens had opened up in Lisbon much like they do during the monsoons in Mumbai and the  mountainous roads were devoid of traffic. The engine let out a loud growl before letting loose on the road to the western-most point in Europe, Cabo de Roca.Starting with throttle response which is immediate and wholesome, the steering which is direct and well weighted, feeling much more like the hydraulic assisted units of yore, and the car which felt light and agile like a sports car, the experience of driving the 7th generation 5-series was totally changed from the tech laden beast of the day before.The interiors are just the same and the new app-based layout on the infotainment system is clearly visible. The huge heads-up display that felt reassuring felt overt and obtrusive and I had to shut it down. I switched off all assists and all the new fangled technology was asked to go to sleep and here was pure motoring from the evening before when I had driven the first three generations of the 5-series. Only that this was much much faster, much more involved and surprisingly as comfortable as the old cars. Not that the roads in Portugal are as bad as those in India but they are not as smooth as the German autobahns either and despite the ultra low profile rubber the car seemed to be riding really well. The beauty of the 540i is that despite the extra power, the car is more efficient than ever before and all the presentations of about how the 100kg lighter 7th gen car was more agile than before suddenly seemed to come true for the new 5-series. For the enhusiast, this has to be the car to wait for. VERDICTFor those interested in the true sporty BMW with added luxury, the 540i fits the bill. The lighter car is more agile and steering is direct thereby making it a driver’s car.
